The European Commission today (25 February) adopted delegated legislation exempting packaging and straps used to secure goods to pallets during transport from the EU’s new 100% reuse requirement.
of Regulation of packaging and packaging waste (PPWR) previously set a 100% reuse target for these two items when used within and between companies in the same member state, but both items will now be exempted from this regulation.
In response to stakeholder feedback, the committee did the following: Studies to assess the feasibility of exemptions. The report concluded that the exclusive use of reusable pallet packaging and strapping for transport operations, when used within the same company or between associated or partner companies, or for deliveries within the same Member State, may result in disproportionate adaptation costs.
The PPWR stipulates that from 1 January 2030, economic operators within the EU must ensure that at least 40% of their transport and sales packaging is reusable. This requirement applies to formats such as pallets, collapsible plastic boxes, boxes, trays, plastic boxes, intermediate bulk containers, pails, drums, and canisters, and also includes pallet wrapping and strapping.
This exemption allows businesses to meet their overall 40% reusability goals without facing undue burdens associated with specific packaging components, allowing them to align their sustainability goals with current technical and financial realities.
This balanced approach strengthens the EU’s commitment to promoting a circular economy while recognizing operational feasibility.
