Lok Sabha Speaker Om Birla on Saturday (February 7, 2026) announced the National e-Vidhan Application (NeVA) aimed at enabling paperless legislative process in the Bihar Assembly.
The function, held at the central hall of the state assembly, was attended by Congress president Prem Kumar, Rajya Sabha vice-chairman Harivansh Narayan Singh, Union Parliamentary Affairs Minister Kiren Rijiju and others. However, Chief Minister Nitish Kumar remained conspicuously absent.

State Parliamentary Secretary Vijay Kumar Chaudhary said, “The CM was scheduled to attend the function, but due to official duties already scheduled, he did not attend with the permission of the Congress president.” Leader of Opposition in Parliament Tejashwi Yadav was also absent from the program.
NeVA is a workflow system deployed on the NIC cloud for paperless legislative work.

“This will allow members to store information on their mobile devices, especially regarding procedural rules, business lists, notices, gazettes, agenda items, questions and answers, committee reports, etc., allowing them to handle various business matters smartly,” the official said.
“The aim of this project is to bring together all parliaments of the country and thereby create a large data repository,” they said.
