As DHS shutdown continues, Democrats send a counterproposal to Republicans on ICE reform

WASHINGTON — Democrats on Monday sent a counterproposal to the White House and Republicans on a sweeping overhaul of immigration enforcement, the latest development in talks over how to fund the Department of Homeland Security.
